Frank L. Roberts Community Service Scholarship

The Frank L. Roberts Community Service Scholarship is a one-year grant of that is expected to be $2,000 for the 2010-2011 academic year. This award will be given to a graduate degree student at Portland State University who demonstrates a past and future commitment to community or public service not only as a career but as a component of a healthy society. The scholarship will recognize a person whose activities reflect the importance of civic responsibility either through career choice or volunteer activities and desire to use higher education to further serve the public.

Professor Frank Roberts was one of the original faculty members at Portland State, serving from its inception as Vanport Extension Center in 1946 until his retirement in 1982. As a dedicated and committed classroom teacher and with his leadership as both a university administrator and a state legislature, Frank played key roles in transforming Portland State from an extension center to a model urban university. Frank Roberts served more than two decades, first as a state representative and then as a state senator, in the Oregon Legislature. Frank was recognized and admired for his advocacy as a champion for the disabled and the underpriviledged. He was a strong voice for the rights of women, racial and sexual minorities, and a hero to those protecting and serving young children. Frank Roberts was often labeled the "Conscience of the Senate" by those who served with him and the many who applauded his political courage.

Eligibility

You are eligible to apply for the Frank L. Roberts Community Service Scholarship if you meet these requirements:

  • You are admitted to (or have applied for admission to) a graduate degree program starting in Fall 2010 with university regular status (i.e., with no university conditions at admission).
  • You have an excellent undergraduate portfolio.
  • You will be enrolled in and successfully complete 6 or more graduate credits that will count towards your degree each term of the award.
  • You have a commitment to public or community service.
  • You have financial need.
  • You must file the 2010-11 FAFSA.

In addition to the expected cash award, a one-year, non-renewable tuition remission equal to instructional fees only at in-state rates for up to 16 credits per term for Fall '10, Winter '11, and Spring '11 terms only will be given; credit hours must be required for the student's graduate degree, and no amount of this remission may be applied to any charge of any kind except instructional fees; no amount of this remission may be refunded to the student.

The tuition remission portion of this award is not a cash payment and will be applied to the reduction of instructional fees only, for credits required for the student's graduate degree only. The recipient must pay the difference between the tuition remission and her/his total charges each term. Courses from OCATE or other institutions and most Self Support courses are not eligible for this tuition remission.

For students receiving financial aid, this award will impact the financial aid package.

You will be able to apply on-line for OGS (Office of Graduate Studies) scholarships and awards beginning on October 19, 2009.

You will access the on-line application for OGS scholarships and awards at the Scholarship Manager website. (This website has a new URL, so if you have bookmarked it in the past, please create a new bookmark for it.) If you have never created an account, you will need to first create an account by clicking on "First Time User." Once your account is created, you will click on "Returning User" to access the application form.

To apply for OGS scholarships and awards, you must complete the PSU Graduate Scholarship Application on the Scholarship Manager website by the deadlines stated below.

Transcripts are NOT required as part of your scholarship application!

  • The deadline for the on-line PSU Graduate Scholarship Application is April 16, 2010 at 12:00 noon (PDT).
  • The deadline for the on-line letters of recommendation is April 23, 2010 at 12:00 noon (PDT).
